Can “Windows defender” be safely removed if you’re running Windows VISTA, it blocks a lot of programs?

Windows Defender blocks a lot of programs on startup and there seems to be no way to allow them.
I’ve tried just disabling it, that doesn’t work.

You cant uninstall it but you can stop it from blocking programs.

1. Open Windows Defender by clicking the Start button , clicking All Programs, and then clicking Windows Defender.

2. Click Tools, and then click Options.

3. Under Administrator options, select or clear the Use Windows Defender check box, and then click Save. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

Though I would not reccomend it, I believe whats actually blocking your programs is UAC (User Access Control) Its pretty much the popup you get that says “You are about to do so-and-so would you like to continue?” and gives you the options “continue” or “cancel” to disable this:

Launch MSCONFIG by from the Run menu. (Type MSCONFIG into the search area on the start menu)

Click on the Tools tab. Scroll down till you find “Disable UAP” (this should probably change to UAC in next Vista beta builds and in the RTM version). Click on that line.

Press the Launch button.

A CMD window will open. When the command is done, you can close the window.

Close MSCONFIG. You need to reboot the computer for changes to apply.

Note that you can re-enable UAC by selecting the “Enable UAP” line and then clicking on the Launch button.
