Dry Cement Mix for Loose Laid Brick Patio?

Hi, I was looking at directions on how to create a loose laid brick patio on the net. While I figure this tests about the limits of my diy skills, I’ve read about a lot of problems with these types of patios because of sand erosion, ants, weeds etc. So I was thinking, couldn’t you mix 1 part dry Portland Cement with your sand and set your bricks as you normally would. I’ve heard that over time the nature moisture in the ground and air would solidify cement. This way it seems pretty idiot proof for me instead of dealing with wet cement. Any contractors or diy people out there think it’s an ok idea?
