employees of the City of Montpelier find ways to reduce health care costs
Montpelier A group of city employees have proposed a security plan health, when fully implemented, could save the city about $ 200,000 a year. The proposal will be submitted to the City Council for approval in meeting tonight.
"I think it's great," said City Manager William Fraser on Tuesday. The plan would affect about 100 employees and their families and some retired city workers who buy into the program. "The last couple of years, our budgets have been about $ 200,000 in terms of increases in health care costs. "
Fraser said he met with employees in April, shortly after fiscal year 2010 approved budget to discuss the fiscal pressures that lie ahead for 2011. It asked for their input to help control costs, and the group decided to focus on care costs health.
Among the writers of this proposal were the representatives of the police, firefighters and units of the Department of Public Works to negotiate. The Group briefed his colleagues on the merits of the plan.
Under the proposal, coverage would be maintained with current insurance company City, Cigna, through the Vermont League of Cities and Towns to avoid stress and confusion for employees to switch to a new company, the employee group, said.
But the new proposal calls for a high-deductible plan, along with what is called a Health Reimbursement Account. Premiums would be lower than the current plan without deductible, and the city would finance most of the deductible. The deductible for a single person would be $ 2,250 and $ 4,500 for a family, max out the cost pocket for a single person would be $ 3,500 and $ 7,000 for a family, and share the city's HRA would be up to $ 3,000 for single employees and $ 6,000 for family plans.
Monthly premiums under the new plan would be $ 362.84 for single employees, $ 616.32 for two people and $ 906.35 for family coverage. To achieve the savings for the city, couples and families pay nearly 30 percent of the premium under the new plan (which currently pay 20 percent) and singles pay about 8 percent (compared to the current 5 percent).
"Despite the increase in the percentage of employees, annual premiums for employees will be less 2010 than they were in 2009, while at the same time, allowing the employer to make significant savings, "said the employee who created the proposal Monday in a memo to Fraser. Asked meet quarterly to monitor the plan again if given final approval.
Passing information to the Council, Fraser noted that many city employees are unionized workers whose health plans do not expire until the end of 2010 and 2012.
"As such, there was no requirement for these groups of employees to make immediate changes, "he wrote in a memo to the council, applauding the willingness of workers to move this money saving plan.
The proposal requires the approval of certain union employees, who first called for a security council that the city would accept the plan as written and allow it to remain in place for two years. If approved, the plan would be implemented on January 1, 2010, allowing an additional six months of cost savings in the current fiscal year.
Fraser said he believed that the Council give its blessing to the proposal because it saves the city money and does not increase health care costs for employees – the two important objectives. Fraser said he also expected to accept the employee groups plan.
