Mosaic Tile Suggestions?

I am working on a rather large mosaic (4500 x 4500 tiles) and i need to know if what would be the best thing to use for the tiles. The tiles can be either square or circular, but preferably square. The largest i can go is 1/4 in tiles, but they are impossible to find. I have considered 1×1 Lego Bricks, but those can get expensive. The colors i need are black and white.

It depends…I assume this is an art type project?
Have you thought of going to yard sales and dollar discount stores, buying black, white and even patterned objects, cracking them up with a hammer and using the pieces? If its uniformity you want, the best thing you could do would be to go to a home improvement store and buy the tiles….they come in 1 in. squares…but that’s going to get expensive. Or, you could make them. They have this type of clay, called Sculpey clay, and you can bake it to harden it. It comes in colors, and you can cut it to any size, shape, etc. That way, you can fashion Your Own tiles.
