How to make LEGO water?

I have a great city and I have some Lego Boats and stuff, and I was wondering how to make the water like an ocean mini or the coast and a river. I was thinking a bout of ordering a bunch of Lego Pieces (eight cents for a mini plate thing) And to put a side by side or stacked one way. Or should I use real water? I do not want water model model train sets have, but something I can move the boats and stuff in.

my brother and I used to use as a blue felt craft store … or you could even as aluminum foil and color with a blue marker. looks pretty good. but if you can find one way to waterproof your legos so they do not leak … I'd say go for the real water! perhaps trying to cover the area to be filled with saran wrap? by which does not leak out … just make sure you are doing everything that is not near her that could get damaged by water leaking … or no power is present.
