How do I teach my new puppy to play with our other dog? She’s extremely rough!?

We recently adopted a 3 month old puppy from the pound that looks exactly like our 1-1/2 year old lab/staffordshire mix. Our dog Abby is very hyper and playful and she is really interested in playing with the new puppy but the puppy does nothing but bite her. I don’t think its hurting her too much, because we have the puppy in a pen in the backyard that our dog can easily jump in and out of, and she stays in there and lets the puppy bite her. Sometimes she tries to make the puppy submit and pins her down on her back but the puppy just keeps on fighting. Abby now hows little scratch marks and bumps all over that you can see through her very short hair and it seems like the puppy is being aggressive, not playing. She also bites at us when she is playing but its much easier to teach her not to bite me. How do I nip this in the but before she gets any bigger?
