Does anyone know the name of the movie was the plot about a lake monster in a bubble?

There are children in a lake and occasionally the wind blow hard, the scene cuts to a spinning mill thingy wind direction, and the bubbles COMU from the lake bottom. It was a scary movie (from what I remember!) And the kids wanted to know what it was. It turned out it was just a tractor / crane-like object in the water, where the air come together in 'cube' diggers filling both rising to the top of the lake, filled with water and sink again. The tractor had been there for years and was covered with weeds and mold. Does anyone have any idea what this movie was, I was in it, or any other information to the plot? It's been driving me crazy for years.
