Star Wars: Why Jedi / Sith lightsaber fight against each other?

Do not use the most effective force to use Light Sabers? For example, when attacks Sidious Mace Windu in Episode 3, why attack Sidious with lightsaber and not simply use the electric force or anything else Jedi Masters?
