Mexico Dangerous / us criminal enterprises operating in the
Michael Webster: Investigative reporter May 1, 2008 20:00 PDT
The overwhelming influence and power of Mexico's drug cartels, which are
Mexican organizations trafficking in drugs and criminal gangs operating in Mexico and the U.S..
They have emerged in recent years as the most dangerous and politically influential drug traffickers, if not in the Western Hemisphere of the world. Mexican cartels have existed for some time, have become increasingly powerful in the demise of the Medellin and Cali cartels in Colombia and now have come to dominate the U.S. illicit
market drugs and other criminal enterprises.
According to the National Drug Intelligence Center, Mexican cartels are "
predominant smugglers, transporters and wholesale distributors of cocaine, marijuana,
methamphetamine, and heroin produced in Mexico and the United States "and"
extending its control over the distribution of these drugs in controlled areas
Dominican and Colombian criminal groups, and now believed to include all of U.S..
Besides drug trafficking, cartels have been linked to illegal aliens, terrorism, smuggling weapons and
profits are subsequently laundered through seemingly legitimate local
companies.
.
Posters by criminal gangs to work for them have been involved in kidnappings and
military training areas of style, some said that along the U.S. border
FBI Director Robert Mueller described U.S. based, gangs as "more
organized, more violent and more widespread than ever. "The Department of Justice
estimated that there are around 30,000 gangs with more than 800,000 members in
U.S. Mueller believes these violent gangs pose a growing threat to security and
safety of Americans.
As this reporter has documented Mexican Drug cartels are ordering decapitations of cartel enemies, including federal, state and police the city. Many of these victims were blindfolded and hooded before shooting.
Other types of violence to murder victims were: Physical beating, torture, or body dumped
street or lot torture involving beating, tooth removal, appendix, death by torture, strangulation, single shot in the head and / or multiple shots to the head and body.
Other tactics are the same as above with head and / Or face fully or partially wrapped with tape or other head wrappings or blind folds. Bodies are often removed by the alternate "Pozole" method. Pozole is where the gas material body sometime still alive in a 55-gallon barrel and pouring battery acid and other corrosive chemicals terrible. The theory is who think that makes the body easer to dispose of and does what it can still be very difficult to identify later by authorities.
Many were beheaded with or without written messages on bodies or in vehicles.
cartels methods of torture and killing are particularly brutal. On 6 September 2006
masked gunmen entered a nightclub in the Michoacan, fired guns into the air and rolled
five severed human heads on the dance floor. The gunmen left a sign between
severed heads that read:
"The family does not kill for money. Do not kill women. It does not kill innocents
people, only those who deserve to die. Know that this is divine justice. "
Alarming Sensitive U.S. Governance Report in Mexico Violence
By using these horrible and terrifying tactics cartels are sending a chilling message to Mexican President Felipe Calderon Administration by adopting methods of intimidation made famous by groups of Middle East terrorism.
Dozens of people have been decapitated in Mexico so far this year, with his head stuck in fence posts, found in trash bags and heads that were released on a nightclub dance floor for all to see.
Dozens of U.S. citizens have been abducted, taken hostage and murdered by their captors in Mexico and many cases remain unresolved. Moreover, new cases of disappearances and abductions for ransom continue to be submitted yet no high level warning has been issued to protect Americans against this world class violence. Many hostages who remain in prison, deplorable as cages metal in so-called safe houses.
U.S. intelligence officials report that human smuggling has become another
business component of the drug cartels. This is of particular importance in a post 9 / 11
environment and at the time of history in the United States is more concerned never
about securing its borders.
Americans being kidnapped, Held and killed in Mexico
Mexican cartels have also increased their relationships with prison and street gangs in
United States to facilitate drug trafficking, assassinations and kidnappings in the United States. For example, gangs
including the Latin Kings and Mara Salvatrucha (MS13), El Paso gang Barrio Azteca and many others know and unknown.
Federal authorities say Mexican drug cartels who are ultimately responsible for border violence by having links with the cement of the street and prison gangs like Barrio Azteca on the U.S. side. Azteca and other bands of the U.S. retail drug they get from Mexican cartels and Mexican gangs. Mexican gangs run their own networks distribution in the United States, which produce most of the methamphetamine used north of the border. They have even passed this Colombians several times to buy cocaine directly from producers in Bolivia, Peru and Afghanistan, even. These same gangs often work as substitutes or cartel enforcement on the U.S. side of the border. Intelligence suggests Los Zetas have hired members of various gangs at different times, including, El Paso gang Barrio Azteca, Mexican Mafia, Texas Syndicate, MS-13, and Hermanos Pistoleros Latinos to further their criminal efforts.
Many members of violent street gangs are actively involved in other crimes such as rape,
robbery and murder. U.S. Immigration and Customs Enforcement has found that
about half of violent gang members have not stopped criminal record
arrests and convictions for crimes such as robbery, assault, rape and murder. This
figure includes only those whose criminal record known. Approximately 90
U.S. percent MS-13 are illegal aliens born abroad and depend on
Texas and Mexico border smuggling corridor to support their criminal operations. MS-13
members are involved in a variety of other types of criminal activity, including rape,
murder and extortion.
FBI Director Robert Mueller described U.S. based, gangs as "more
organized, more violent and more widespread than ever. "The Department of Justice
estimates are approximately 30,000 gangs with more than 800,000 members in
U.S.
The poster dangerous gangs Mexican
The U.S. Drug Enforcement Administration reports that Mexican drug trade unions
now operating along the borders of our country are much more sophisticated and
dangerous than any other organized crime groups in the application of U.S. law
history. In fact, these posters of the powerful drug and human smuggling networks and
gangs that exploit, have immense control over the routes to the United States
continue to pose enormous challenges to our efforts to secure our border.
According to the late El Paso County Sheriff Leo Samaniego, drug cartels operating in the
southwestern U.S. border is a country to "themselves" with intelligence capabilities,
weapons and communications equipment that challenges Border Patrol and local law
implementation. Sheriff Samaniego advised his deputies to "back" when they see so
armed people in the cartels and other criminal organizations.
Many of these sophisticated networks include placing observers with high-powered binoculars
and encrypted radios along the smuggling routes to guide smugglers past Border Patrol and other
law enforcement agencies operating along the border. A Library of Congress report
Criminal and Terrorist Activity in Mexico describes how smugglers carry on a
"The technological arms race" with CBP and ICE.
Webb County, Texas Sheriff Rick Flores said he is concerned about the level of
organizations of the cartels and criminal remedies against the possession and use Local laws
indicating that compliance with the cartels use rocket-propelled grenades … automatic assault
weapons, and "level four" body armor and Kevlar helmets similar to what the U.S.
military uses. Some local officials are taking steps to protect its agents of such
weapons. Sheriff Hidalgo County, Texas Sheriff has prohibited the deputies in
his department patrol along the banks of the Rio Grande due to
threat of violence of cartels.
Along the U.S. Mexican border, drug cartels as organized criminal groups have
established a strong presence in key strategic areas from Brownsville to San Diego
which includes dozens of ports of entry, and may have a connection to Interstate
all parts of the country. Thus providing organized crime groups with access to
the United States. These smuggling routes start in South America through Panama,
Honderous, Guatemala and Mexico and then spread from border to border to the ocean
ocean and points north up to Alaska.
Federal authorities point to the Mexican drug cartels who are ultimately responsible for
border violence by having cemented these ties to street gangs Barrio Azteca prison as
U.S. side. Azteca and other bands of the U.S. retail drug they get from Mexican cartels
and Mexican gangs. gangs Mexican manage their own distribution networks in the U.S.
and produce most of the methamphetamine used north of the border. They have even
by And the times of several Colombians to buy cocaine directly from producers in Bolivia,
Peru and Afghanistan, even. These same gangs often work as substitutes or cartel enforcement
U.S. side of the border. Intelligence suggests Los Zetas have hired members
different bands at a time different, including, El Paso gang Barrio Azteca, Mexican Mafia,
Texas Syndicate, MS-13 and Hermanos Pistoleros Latinos to further their criminal efforts.
Dangerous Gangs Mexican cartel
The South Texas region alone covers approximately 625 miles of border territory – a total area
of 20,963 miles square and three different edges Mexican States. Inside the territory
11 ports of entry that include 15 international bridges. Directly across the cities of
Brownsville, McAllen, Laredo and El Paso are the major Mexican cities, each with a population
600,000 to 1,500,000. Trains from Central America and Mexico en route to
U.S. border from McAllen, Brownsville and El Paso host interstate highways and roads
to all points north. These trains, usually 90-160 vehicles long, traveling from Central
America through Mexico are one means of transport used for criminal enterprises
enter the U.S. with illegal smuggling of people and otherwise. Each year thousands
of illegal aliens cling to the sides and top of rail cars for the journey north.
The El Paso-Juarez corridor, in west Texas also serves as the gateway for drugs destined
to major metropolitan areas in the United States. transportation cartels Mexican drug
significant quantities of methamphetamine, and Mexico-produced heroin, marijuana and
cocaine imported through the Port of Entry in El Paso with the main east-west and north / south
interstate highways. As stated earlier these highways provide the Mexican cartels
transport routes for the distribution of drugs throughout the United States. Drug cartels also
obtain warehouses in El Paso and near the areas to hide and places ads in newspapers
and on the Internet to recruit drivers in the area to transport the drug to various
destinations throughout the United States.
According to federal Alpine area is largely rural and sparsely populated, encompassing
Big Bend corridor, a transshipment route for drugs entering the United States since Northeast
Mexico. The drug cartels maintain command and control elements in the north
Midland-Odessa area and in the border towns south of Presidio and Redford.
The Laredo Port of Entry is the busiest in the second and the second most heavily traversed land Port of Entry
the Southwest border excluding El Paso / Ciudad Juárez ports of entry. The Laredo port handles
approximately 6,000 commercial vehicles per day. Forty percent of all Mexican exports cross
in Laredo, Texas, where Interstate 35 connects directly to Dallas, and from there along
United States.
Border U.S. Patrol Chief John Montoya describes this Port of Entry as one of "the key entry
in the United States. "
"It's a city called door liaison, not only in Mexico but the U.S. also. "The
very conditions that make the Laredo Port of Entry so attractive to legitimate commerce
It is also the ideal tool for the city illicit drug and human smuggling trade.
Cartels waging violent turf battle for control of these smuggling corridors
Nuevo Laredo, to San Diego. The neighboring cities in Mexico across the border,
are the most important starting point for smuggling illegally entering the United States.
These twin cities along our border with Mexico are in much of the violence and drugs
cartel activity is occurring. The violence is due to the fact that drug cartels are the main
currently fighting for control over this highly coveted corridors in United States known as a
"Plaza."
The product of the square through major cities with large highway systems where foreign terrorists
and drugs can be organized before being transferred to other parts of the United States. Control
this corridor translates into control of all the illegal smuggling.
All criminal organizations that want to smuggle through these established safe passages
in the United States is obligated to pay a tax the cartel that controls the plaza.
The Sinaloa cartel began to contest the Gulf Cartel's domination of the coveted southwest
Texas corridor following the arrest of Gulf Cartel leader Osiel Cardenas in March 2003.
While in prison, Arellano Felix, head of the Tijuana cartel, and Cardenas forged an alliance
against the Sinaloa and its ally the Juarez cartel. As a result, the posters are largely aligned
in two blocks, some that support Cartel Gulf and other supporting
Sinaloa Cartel. Are these two blocks that are involved in the massive and violent turf
wars that are taking place in northern Mexico
To protect and expand their criminal operations, the Mexican drug cartels maintain high
developed intelligence networks on both sides of the border and have hired private armies
to carry out enforcement activities. For example, the Gulf Cartel leader Cardenas
employs a group of former elite military soldiers known as "Los Zetas." The Zetas are
unique among drug gangs in executing, operating as "a private army under the
orders of Cardenas' Gulf Cartel, the first time a drug lord has had his own
paramilitaries. " The Zetas have been instrumental in the domination of the Gulf Cartel
drug trafficking in much of Mexico and have fought to keep the influence of posted on northern cities
following the arrest of Cardenas. activities of the Zetas are not limited to the defense of
Gulf Cartel's terrain in northern Mexico. The paramilitary force is also believed to
control trafficking routes along the eastern half of the United States-Mexico border and perhaps other
too.
The Zetas are believed to be a serious threat to public safety on both sides of the
U.S. border with Mexico. They are well funded and well-equipped and have demonstrated
willingness to shoot, torture and killing law enforcement officers, or rival cartel and gang
Members on both sides of the border. Federal authorities consider law enforcement Zetas
among the most dangerous criminal enterprises in America.
Reports indicate that while Zetas are comprised initially members of the Mexican
Special Forces soldiers, now include federal, state and local police
personal as well as civilians. Moreover, according to U.S. intelligence officials, Zetas
are recruiting former military special forces known personal Guatemala as Kaibiles
and members of the notorious cross border gangs known as Maras, including violence
Mara Salvatrucha (MS-13). They are known as "Los Zetas
According to federal law enforcement officials, these horrific acts was a revenge killing
between warring gangs. Beheadings are becoming very common in many areas
Mexico where cartels and gangs battle for control of lucrative smuggling corridors.
The heads are displayed the public about the effects of bullying.
Another brutal means of torture and death is called "guisoe." This practice is
to a person in a 55 gallon drum, usually dead, but not always, and pouring various
flammable liquids on the body and lighting the fire. A variant of this method is
place a burning tire around the neck of an individual, burning the victim alive. The
remains are dumped on the roads as a message to others who consider crossing the
posters. The ruthless methods employed by these cartels to torture and kill
competitors are no different from the techniques used by Al Qaeda and other terrorists
organizations. This level of brutality is particularly troubling as the cartels are executing
these vicious murders a mere stones away from U.S. territory.
Sometimes, violence and intimidation is captured on video. In 2005, a video was
anonymous delivered to the Dallas Morning News showing four men, handcuffed and
brutally beaten in front of a backdrop of black plastic, which describes off-camera
interrogators their work as murderers of the cartel. The men were members of the Zetas. The
video ends when one of the Zetas is shot in the head at close range by an outside
camera captor. The police authorities have found the body of slain
Zeta, and the other three, living or dead.
U.S. law enforcement are beaten with the resilience and determination of these
offenders. As one law enforcement official: "They [the] Zetas are
Texas-Mexico border cable. "For example, in 2005, just six hours after taking the oath
such as Nuevo Laredo police chief, Alejandro Dominguez was killed. He had announced a
Repression of the posters. They shot over 50 times. During mid-September
2006, a group of 25 people met in Nuevo Laredo at a local hotel with visas
to travel to the U.S. for the job. "The Zetas mistakenly thought the workers were a
rival cartel and kidnapped and tortured. The workers were released when the
realized his mistake posters. U.S. Federal said that the police authorities of Mexico
the police did not respond to emergency calls for help were made during the
incident.
The violence has spread to neighboring states Mexico also share a border
with the U.S. Nuevo León, once believed one of the safest States and home to some
of the most rich families in Mexico, has witnessed the murders of three top law enforcement
officials who had spoken out against the drug cartels. During September 2006, two
police chiefs were killed, and the top crime investigator. In the last two years, six
journalists covering drug trafficking along the border have also been killed.
The Zetas have become completely entrenched along the U.S. border and Mexico
have grown to more than 1200 with hundreds more in a support network throughout
Mexico.
In an example of the capabilities of the Zeta, a shooting on 22 September 2006 in New
Laredo between the Zetas and an assassination target lasted about 40 minutes.
The shootout included bazookas and grenades, killing approximately five
Zetas and injured approximately five others.
In response to such aggressive efforts by the Zetas to defend and control parts
Mexico and its border with the U.S., the Sinaloa cartel established its own heavilyarmed
executing gang, "Los Negros." The group operates in a similar way to the Zetas.
Los Negros, attempting to wrest control of the Zetas in the local police in New
Laredo is believed to be responsible for increased violence. According to
Sheriff Webb County, Rick Flores, the signs of war and increased violence
caused by these paramilitary enforcement have created a cross-border human
exodus from Nuevo Laredo to Laredo, Texas.
Federal, state and local officials in law enforcement are witnessing a growing nexus
between Mexican drug cartels, illegal alien smuggling rings, and US-based bands.
The networks of human smuggling that operate along the border Southwest can not be moved
their human cargo through brokers controlled drug cartel without paying a fee.35 The
typical Mexican illegal alien now pays approximately $ 1,200 to $ 2,500. For foreign
countries other than Mexico, the price is much higher, and may be even
more attractive to the cartels. The foreign terrorists have been charged an exorbitant
higher rates ranging from $ 45,000 to $ 100,000 per person. In fact, it is estimated
that human smuggling through from Mexico to the United States each year puts billions of
dollars in the hands of criminals.
According to U.S. officials law enforcement, there is great incentive to drug cartels
diversify their criminal activities to include the human smuggling trade. Human
smuggling can be more lucrative the smuggling of drugs and benefits far outweigh
risks for the cartels. There are many reasons for this. The police are trying
with a different type of commodity – drugs do not hide themselves as humans are capable.
Consequently, smugglers can transport large numbers of illegal aliens across the border in
one time and meet with some success.
Moreover, prosecutions for human smuggling are abysmally low. In general, groups
illegal aliens caught trying to cross the border are not identified in the smuggler
group. For smugglers are identified and captured, most are simply returned
to their country of origin. Therefore, there is a revolving door for smugglers. Since it is
unlikely the smuggler will be prosecuted or she may opt for voluntary removal, face no
criminal penalties and smuggle again. As human traffickers charge from
$ 2,000 to $ 60,000 for foreigners and face little or no consequences if caught, human
smuggling business endeavor is a much less risky than trafficking drug.
Federal law enforcement officials also report that the cartels are not only increasingly
engaged in the business of human smuggling but also actively coordinating with
existing human smuggling rings, using diversionary tactics to protect the load. It
not uncommon that cartels to facilitate the crossing of fifty or more illegal aliens through
United States-Mexico border to divert resources from the Border Patrol away from an area plan
transport large quantities of drugs through.
Criminal organizations are indeed very advanced, very well equipped very
adaptable to coercive measures against them calculated. In January 2006, ICE
agents, along with ATF agents and Laredo Police Department officers to build a
huge cache of weapons in Laredo, Texas. Authorities confiscated two completed
improvised explosive devices (IEDs) materials for manufacturing thirty-three Furthermore, the military
style grenades, twenty-six grenade causes large quantities of AK-47s and AR-15 assault
rifles, 1,280 pounds of ammunition, silencers, machine gun assembly kits, 300 primers,
bulletproof vests, police scanners, sniper areas, drugs and cash. These crises
clearly illustrate the level of violence along the border, especially in Nuevo Laredo,
Juarez and Tijuana area.
Many in law enforcement believe that labor, resources and technology used by the U.S.
law enforcement must be strengthened against cartels the highly organized and sophisticated.
These criminal enterprises have seemingly unlimited money to buy the most advanced
technology and weaponry available. The posters are able to break the encryption on both
Border Patrol and sheriff deputies radios. Lookouts for the cartels, with soldiers
level teams are placed U.S. strategic points on the side of the border
movement tracking U.S. law enforcement. In response, the cartels then move their
charge accordingly. The cartels use automatic assault weapons, bazookas, grenades
launchers and improvised explosive devices. By contrast, Border U.S. Patrol agents are issued .40 caliber Beretta
Not all are illegal immigrants crossing into the U.S. to find work. Law enforcement
officials indicate that there are people crossing the border who are forced to
leave their countries of origin because of their criminal activity. These dangerous criminals
are running from the law in other countries and seeking refuge in the United States. For
example, we know that many of the cartels operating in Mexico today live in
United States. Information received by several law enforcement agencies indicates that these
offenders living in our communities who come to the U.S. for escape
possibility of apprehension in Mexico.
Violent Crimes Institute conducted a 12-month in-depth study of illegal immigrants
that sex crimes and murders for the period January 1999 to
April 2006. This study makes clear that the U.S. faces a dangerous threat of sexual assault
predators who cross the U.S. borders illegally.
The Institute analyzed 1,500 cases in depth, including rape serial, serial murders, sexual
homicides and child molestation committed by illegal immigrants. Police reports, public
records, interviews with the police, and accounts of the media have included everyone. The offenders were
located in thirty-six states, with most offenders were located in States with
highest number of illegal immigrants. California ranks first, followed by Texas,
Arizona, New Jersey, New York and Florida.
On the basis of an estimated population of 12 million illegal immigrants and the fact that young people
Men account for most of this population the general U.S. population, the Institute
concluded that sex offenders in the group of illegal immigrants represent a higher percentage.
ICE reports and public records show sex offenders comprising 2% of illegal
apprehended. % From this 2 figure, which is conservative, the Institute estimated
There are approximately 240,000 illegal immigrant sex offenders in the United States.
The study concluded, when applied to ongoing illegal immigration border, these
estimates translate to 93 sex offenders and twelve serial sexual offenders who cross
U.S. borders illegally each day. The 1,500 offenders in this study had a total of 5999
victims. Each sex offender averaged four victims. This puts the estimate
persecution 960 000 numbers in about 88 months analyzed in this study.
The violence of illegal aliens is not confined to border communities. Residents and the right
execution in inner cities are also vulnerable to criminals crossing the border.
The number of aliens other than Mexican ("OTM") crossing border illegally has
grown at an alarming rate in recent years. U.S. Border Patrol based on
OTM statistics were 30 147 prisoners in FY2003, 44 614 in 2004, 165 178
in 2005 and 108 025 in 2006. 210 027 FY 2007. Most of them were
apprehended along the U.S. border Southwest.
The absolute increase of OTM who cross the border more difficult for Border
Patrol agents to identify without difficulty, and each process, which increases the likelihood that a
potential terrorists could fall through the system. On the other hand, there is no specific
mechanism for determining the number of OTM apprehensions and successfully enter escape
the country illegally.
The U.S. Department of Homeland Security (DHS) provides attention to OTM
apprehended by the Border Patrol who originate from thirty-five nations designated as
"Special interest" countries. According to the Border Patrol David Aguilar, Chief, Special
countries of interest have been "designated by our intelligence community as countries that
could export individuals that could do harm to our country on the path of terrorism. "
Although most global fears made by the Border Patrol occur in the
Tucson sector in Arizona, the Texas border – specifically the McAllen sector – now
than the rest of the country in OTM and Special Interest Alien apprehensions. From
September 11, 2001, DHS has reported a 501% increase in arrests along the U.S. Mexican
border of special interest aliens.
The data indicate that each year hundreds of illegal aliens from countries known to
harbor terrorists or promote terrorism are routinely encountered and arrested
trying to enter illegally in the U.S. Between Ports of Entry. Recently, USA
intelligence officials report seven Iraqis were found in Brownsville, Texas, in June
2006. In August 2006, an Afghan man was found swimming across the Rio Grande
River in Hidalgo, Texas, 104 as recently as October 2006, seven Chinese were
apprehended in the Rio Grande Valley area of Texas.
Articles found by law enforcement officials along the banks of the Rio Grande
River and inland that indicate possible ties to a terrorist organization or member of
military units of Mexico. A jacket with patches from countries where Al Qaeda
known to operate was found in Jim Hogg County, Texas by the Border Patrol. The
patches on the agenda of the jacket an Arabic military badge with one representing an aircraft flying
on a building and heading towards a tower, and another showing an image of a lion
head with wings and a parachute emanating from the animals. The bottom of one patch
So read "martyr," "path to life eternal "or" immortality. "
Border Patrol Chief David Aguilar was asked by a journalist
KGNS television station in Laredo, Texas, on the outcome of the investigation of
jacket. Chief Aguilar responded that the patches are not Al Qaeda, but
In countries where Qaeda are known to operate.
According to ICE testimony, September 8, 2004, ICE agents arrested and Neera Zaia
Basima Sesi. The smuggling organization human headed by Zaia specialized in
smuggling Iraqi, Jordanian, and Syrian Nationals and was responsible for the movement
more than 200 foreign during the investigation. The investigation was initiated
when a confidential informant familiar with the organization reported ongoing smuggling
activities by Zaia, who had been previously convicted of alien smuggling. Researcher
efforts revealed that aliens were smuggled from the Middle East to staging areas
Central and South America. Once in these rest areas, the conspirators would arrange
alien smuggling these U.S. sites or its territories.
Members of Hezbollah, the terrorist organization based in Lebanon, have already entered
United States through our Southwest border. On March 1, 2005, Mahmoud Youssef
Kourani pleaded guilty to providing material support to Hezbollah. Kourani is a
illegal immigrant that had been smuggled by the United States-Mexico border after bribing a
Mexico's consular official in Beirut for a visa to travel Mexico. Kourani and a Middle
This travel companion then paid coyotes in Mexico to guide them in the United States
States. Kourani established residence among the Lebanese expatriate community
Dearborn, Michigan and began soliciting funds for Hezbollah terrorists back home in
Lebanon. He is the brother of the head of Hezbollah's military operations in southern
Lebanon.
Salim Boughader Mucharrafille, owner of a cafe in Tijuana, Mexico,
was arrested for illegally smuggling more than two hundred Lebanese illegally
Kingdom States, including several believed to have terrorist links Hezbollah. Robert L.
Boatwright, agent Sector Chief Patrol in El Paso Texas
reported, "We have arrested people from countries that support terrorism … them
were questioned in depth and had a huge amount of information
of them. "
Statements made by Mexican officials senior, before and after September
11, 2001 terrorist attacks indicate that one or more Islamic terrorist organizations has
tried to establish a presence in Mexico. In May 2001 the former National Security
adviser and ambassador to the United Nations, Adolfo Aguilar Zinser, reported that
"Terrorist groups Spanish and Islamists are using Mexico as a refuge. "
Federal Bureau of Investigation, Robert Mueller, Director has confirmed in testimony
"That there are people from countries with known al Qaeda connections that are
changing their Islamic surnames to Hispanic-sounding names and obtaining false of
Hispanic identity, to learn to speak Spanish and pretending to be Hispanic
immigrants.
These examples highlight the dangerous intersection between traditional transnational
criminal activities, such as threats of human and drug smuggling, and more ominous
national security. Sheriff Sigifredo Gonzalez summed it up this way: "I dare say
at any given time, day or night, one can get on a boat and go back and forth
between Texas and Mexico and not get caught. If smugglers can bring tons of
marijuana and cocaine at the same time and can smuggle 20 to 30 people to time can be
just imagine how easy it would be to put in 2-3 terrorists or their weapons of mass destruction
destruction across the river and not be detected. The chances of apprehension are
thin. "
Moreover, according to senior U.S. military and intelligence officials, Venezuela is
emerging as a potential center of terrorism in the Western Hemisphere, providing assistance
Islamic radicals from the Middle East and other terrorists.
General James Hill, commander of U.S. Southern Command, has warned the United States
States faces a growing risk from both Middle Eastern terrorists moving to America
America and terrorist groups originating in the region. General Hill said groups such as
Hezbollah had established bases in Latin America. These groups are taking advantage of
smuggling hotspots, such as the tri-border area between Brazil, Argentina and Paraguay, and
Venezuela's Margarita Island, to channel funds to terrorist groups worldwide.
Venezuela is providing support, including identity documents-that could be useful
groups Islamic militants, U.S. officials say. The Venezuelan government has
thousands of ballot papers, the equivalent of Social Security cards, to people
places like Cuba, Colombia and Middle Eastern nations that host foreign terrorist
organizations. U.S. officials believe that the Venezuelan government is issuing the
documents to persons who should not be them and get some of these cards
could then be used to obtain Venezuelan passports and even American visas,
what could be the owner of avoiding immigration controls and enter the United States.
Recently, several Pakistanis were arrested in the Mexico-United States
Venezuela fraudulent documents.
"Hugo Chavez, Venezuela's president, has been clearly talking to Iran on uranium, "
Said a senior government official quoted by the Washington Times. Chavez has made
several trips to Iran and expressed his solidarity with mullahs in the country's hardliners. It
hosted Iranian officials in Caracas, endorsed Tehran's nuclear ambitions and expressed
support insurgency in Iraq. The Times reports Venezuela is also talking with
Hamas about sending representatives to Venezuela to raise money for the militant group
elected Palestinian government as Chavez seeks to build an anti-US axis that also
including Cuba's Fidel Castro. "I'm on the offensive," Chavez said in Al Jazeera
television, "because attack is the best form of defense. We are fighting a
offensive battle … .
Given everything that is happening in Chavez's Venezuela, some American officials regret that
terrorism is seen chiefly as a Middle East problem and that America needs
start looking to protect its southern flank. A U.S. intelligence official expressed concern
that "Against Terrorism issues that are not being aggressively pursued in this hemisphere. "
Another intelligence official said terrorist suspects detained in Guantanamo are not
interrogated about connections to Latin America. The bottom line when it comes
terrorism so close to U.S. shores, the official said, "No not even know what
I know. "
Islamic radical groups that support Hamas, Hezbollah and Islamiya Al Gamate are all
active in Mexico and other countries Latin America. These groups generate funds through
money laundering, drug trafficking and arms trade, making millions of dollars each year
